To support growing demand across Asia, Glen Wei has joined the Firm to launch the Chinese Tax Solutions Group. Mr. Wei has more than ten years of experience handling a wide variety of Chinese tax matters and foreign investments, assisting United States multinational corporations in establishing and structuring their international operations in China. Prior to joining Ryan, Mr. Wei worked as a tax attorney in China and then as a Tax Director in the China and United States offices of an international accounting and consulting firm with a global network in 138 countries. He has published more than 150 articles on Chinese tax news and analysis, sharing thought leadership and best practices across the global tax community. Mr. Wei is a member of the All China Lawyers Association, Chinese Certified Tax Agents Association, and Chinese Institute of Certified Public Accountants. He will be based in Ryan’s San Jose office.
To further extend Ryan’s emerging presence across Europe, Patrick Reitbroek has joined the Firm’s International Tax practice as a Director based in the Amsterdam, Netherlands office. Prior to joining Ryan, Mr. Reitbroek worked for an international full-service law firm, serving clients from 35 offices in the United States, Latin America, Europe, the Middle East, and Asia. While at the law firm, Mr. Reitbroek was a key member of the team led by John Linders and Mark van der Linden, who also recently joined Ryan’s International Tax practice as Principals to lead the Firm’s European Tax Services group. The reunion of these three industry-recognized tax experts within Ryan’s International Tax practice is a significant milestone in the Firm’s initiative to build the leading European tax group capable of delivering the most comprehensive integrated suite of tax services throughout the European Union (EU). Mr. Reitbroek has 15 years of experience as an international tax advisor and attorney at law, specializing in international tax structuring, tax audits, tax litigation, cross-border restructurings, private equity, and tax planning for compensation and benefit plans. He holds a Master of Tax and Civil Law degree from Leiden University in the Netherlands.

Janice Kong has joined CBH as Tax Director of the Firm’s Transaction Advisory Services Practice.
Janice will work closely with clients in designing tax efficient acquisition structures and executing tax due diligence designed to identify key risks to be considered in any acquisition or divestiture. Janice has extensive experience in addressing the tax aspects of complex transactions. She has advised private equity firms, public companies, and strategic parties in a variety of industries such as government contracting, professional services, manufacturing and distribution, renewable energy, and life sciences.
Prior to joining CB&H, Janice served as a tax director in the transaction advisory services practice of a national accounting and consulting firm. Additionally, Janice has Big Four experience advising clients on merger and acquisition matters covering a wide range of issues such as E&P analysis, Sec. 338 elections, Sec. 382 limitations, and post-merger integration.
Janice earned a Bachelor of Arts in Political Science from Rutgers University and a Juris Doctorate with a concentration in Tax Law from the University of Baltimore School of Law. She is a member of the District of Columbia Bar Association, Maryland Bar Association, U.S. District Court for Maryland, and U.S. Tax Court. Janice is also a frequent speaker and published author on tax law matters.
Throgmorton, one of the UK’s largest specialist accountancy and back office service providers, has announced a major hire in Neil Oliver, formerly a senior director with Ernst & Young and a tax consultant with over 20 years’ experience advising the investment management sector. The appointment reaffirms the company’s ambitions and continued expansion.
Immediately prior to joining Throgmorton, Neil, a Chartered Tax Advisor and Fellow of the Association of the Chartered Certified Accountants, spent 24 years with Ernst & Young where he gained extensive experience in the fund management and wider financial services industries and has advised at the highest level on audit, tax and regulatory matters. From August 2009 to October 2011 Neil headed up Ernst & Young’s Jersey office and is a former Chairman of the Alternative Investment Management Association’s (AIMA) tax committee.
Neil, who has been appointed Tax Director, will be working with senior management at Throgmorton to enhance the company’s outsourced Tax and CFO services and support the dedicated multi-disciplinary client teams in implementing tax best practices. This will allow Throgmorton to provide a greater breadth and depth of service for both new and existing clients.
Neil will facilitate Throgmorton’s efforts to expand its client base in the hedge fund, private equity and wider financial service markets, having worked extensively within this industry.
Throgmorton has taken significant steps in strengthening its team from its foundations. Among the recent recruits there are several senior hires in the accounting, VAT, HR & Payroll functions and new hires at the junior level across all disciplines. Throgmorton now has a total of 63 employees working with 230 corporate groups across three offices in London, New York and Reading.

Jhan I. Mattox has joined Atkins—one of the world’s top-ranked design and engineering consultancies—as tax director for the company’s North American business.
In his new role, Mattox will manage all federal and state tax matters for Atkins’ North American region, which is headquartered in Tampa. His responsibilities will include ensuring Atkins’ compliance with all federal and state tax laws, providing tax research, and planning and managing tax audits.
Mattox comes to Atkins from Parsons Corporation, where as a vice president he led the tax function for 15 years. Before joining Parsons, he was a vice president with British Gas Holding, Inc., where he was responsible for providing tax advice, overseeing acquisitions, and managing the company’s U.S. and host-country tax functions.“We’re glad to have Jhan join us in this important position for our company,” said Lynn Behler, chief financial officer for Atkins’ North American business. “His tremendous experience in both private industry and public accounting will be a great asset to Atkins as we develop a robust tax capability in the U.S.”Mattox is a certified public accountant who holds a bachelor’s degree in business administration from the University of Georgia and a master’s degree in professional accounting (MPA) from the University of Texas at Austin.
Leading South West chartered accountants Francis Clark have further boosted their Cornish operation with the appointment of Erin Davis to the posiiton of Tax Director.
Erin joins Francis Clark after seven years with international firm BDO where she was senior tax manager in the Southampton office. Before that she trained with and worked for Deloitte UK for four years.
Erin is a corporate specialist whose expertise ranges from mergers, acquisitions and disposals to shareholder planning, company tax issues, property tax and detailed capital allowance claims.
Speaking about her new appintment Erin said: “I was looking for a new opportunity and jumped at the chance to work with a nationally recognised firm in one of the most beautiful parts of the country. I’m looking forward to helping Cornish businesses with all their tax needs.”
Erin will work closely with Francis Clark’s corporate team in Truro.

As a former Director within the International Tax Practice at Deloitte, he has extensive knowledge of domestic and international corporate taxation and partnership issues. He earned a master’s of science degree in finance from the University of Illinois at Urbana-Champaign and has pursued further studies in accounting and international taxation. He is a licensed Certified Public Accountant (CPA) in Arizona and California and is a member of the American Institute of Certified Public Accountants (AICPA).
Alvarez & Marsal Taxand, LLC has announced that James Bartek has joined the firm as managing director in New York.
With more than 20 years of tax experience, Mr. Bartek has advised numerous companies on complex indirect tax issues across a variety of industries, including telecommunications, financial services, pharmaceuticals and technology, among others. In his new role at A&M Taxand, he will focus on building a practice dedicated to indirect tax targeting the Northeast region. Additionally, he will advise clients on issues including sales and use tax matters, such as ASC 450 (fka FAS 5), reverse sales and use tax audits, audit defense and appeal, process improvement, systems automation, nexus studies, exposure review, negotiation of voluntary compliance agreements, transaction analysis and planning, and compliance services.

Previously, he spent three years with the tax department of another major corporation.
Mr. Bartek earned a bachelor of sciences degree in accounting from Montclair State University, and is a Certified Public Accountant (CPA) in the states of New Jersey, New York and Connecticut. He is also a member of the Institute of Professionals in Taxation, AICPA and New Jersey Society of Certified Public Accountants (NJSCPA). Additionally, he serves as chairman of the NJSCPA State Taxation Interest Group and Sales and Use Tax work group. As a member of the New Jersey Tax Director’s Advisory Council, he assists the director with developing tax policy and improvements for administration.
