Jack Trachtenberg and Brian Toman join Deloitte’s Multistate Tax Controversy Services Practice

Deloitte’s Multistate Tax Controversy Services Practice has announced the hiring of Jack Trachtenberg in New York and Brian Toman in San Francisco. 

“We continue to grow our tax controversy services practice by attracting top talent who help clients understand complex, technical tax regulatory and litigation issues,” said Valerie Dickerson, partner, Deloitte Tax LLP, who leads Deloitte’s Washington National Tax-Multistate practice. 


Jack Trachtenberg
is a principal in Deloitte Tax LLP’s Multistate Tax Controversy Services practice in New York. 
He will focus on all aspects of New York State and City tax controversy matters for corporations and passthroughs, including income/franchise and sales and use tax. Jack brings deep experience serving high-net-worth individuals in personal income tax matters, including residency. He also advises clients on New York State and New York City tax matters, having successfully litigated cases before the New York State Division of Tax Appeals, the New York State Tax Appeals Tribunal and the New York State Supreme Courts. Before joining Deloitte, Jack was a partner at Reed Smith LLP focused on corporate income, franchise, gross receipts, sales and use and personal income taxes.

In 2009, the Governor of New York appointed Jack to serve as the first Deputy Commissioner and Taxpayer Rights Advocate at the New York State Department of Taxation and Finance. In this role, Jack created and implemented the state’s Office of the Taxpayer Rights Advocate, which intervenes on behalf of taxpayers facing intractable tax disputes. 

Brian Toman is a special advisor in Deloitte Tax LLP’s Multistate Tax Controversy Services practice in San Francisco. He brings 40 years of experience focused on state and local tax controversies, tax planning and transactional matters in California. Brian served as the chief counsel of the California Franchise Tax Board (FTB) from 1997 to 2002, and for the past 12 years, has been a partner at Reed Smith LLP leading its California tax practice.

He has represented clients before the Supreme Court of California, Court of Appeal and Superior Court, as well as the FTB and Board of Equalization (BOE). Brian has a national reputation for his deep knowledge and experience in apportionment of income, unitary business and California residency matters.
